You really need to do both if you decide not to work there. You need to call the person who would have been your boss and explain yourself the best you can. Then you also need to contact the HR department and give them a very politely written notice that you no longer plan to accept that job. Don't back out with less than two weeks to before you'd start the new job. Back out as early as you can (essentially giving them as much notice to find someone else for the job). DO NOT decline the job without making sure that everything is absolutely complete with the other offer. Don't do it based on a verbal offer or even the written offer, don't do it until you've actually started the other job just to make sure that you don't end up with NO job. good luck!
